This paper, required by Henan Department of Land and Resources, discusses the situation of social funds participation in comprehensive management of mine geological environment, analyzes the conflict between governmental insufficient capital input and accelerating working loads, and presents innovative approaches. Based on typical cases, Baofeng abandoned mines, Qi county's mine environment, Menglou's land consolidation which had been report by CCTV many times, Miyang's recycling wastes mode, Guanshan combined with tourism mode, Huangshi heritage protection and mine park mode, Shanghai Sheshan combined with construction land mode, this paper studies the comprehensive management modes of mine geological environment, offering references for other projects. Based on the concept of “green environment is gold mountain”, this paper suggests using existing policies to explore fitting management modes, expanding funds source in realizing economic and environmental achievements, aiming at releasing governmental pressure, improving environment, profiting companies and satisfying people.

This paper analyzes the situation and issues occurring in the lowcarbon efficiency in China's oceanic industries, uses 11 coastal provinces data in 2009—2011 to study their lowcarbon efficiency by means of twophased DEA model. In the first phase, rank the lowcarbon efficiency values acquired by outputoriented BCC model and look into the causes; in the second phase, use the values as variables to verify, by means of Tobit regress model, the efficiency factors with the major ones obtained. Based on this, this paper presents suggestions.

A complicated interactive constraint exists between low-carbon economy and environment & resources, which means a coupling relation theoretically. This paper, based on a case study on circleBohai economic zone, analyzes the coupling mechanism of the two systems, establishes a coupling index system, and applies hierarchy analysis, coupling degree and coupling coordination model, and BP network to explain the coupling coordination status trend of the two systems. The result indicates an improving coupling coordination degree of the two system in circle-Bohai economic zone, and a rising regional coordination effect.
